Graphics Utility
(AoW)
File 1 The Age of Wonders Campaign & Graphics Editor (AoWCGE) is a tool that allows you to create custom campaigns and graphics files for Age of Wonders. If you don’t know what Age of Wonders is, you have no need for AoWCGE. If you know what Age of Wonders is but are perfectly happy with it, you have no need for AoWCGE either. But if you love Age of Wonders and always wanted to add your own units, heroes, places and races to it, here's your chance.
Civ Converter 1.4 - #119 Angelo Scotto

ToT Utility
(Civ2)
File 1 Like the name itself say, CivConverter is a program capable to transform Civ2 Scenarios into Civ2TOT compatibile version. It is able to convert exactly all scenarios for Civ2 (except for those scenarios which use Major Objective Flags), this means all Civ2 & CiC scenarios, a lot of FW scenarios and near all MGE scenarios.

CivConverter is also capable to convert graphic files only, if you just want to convert some wonderful Civ2 icons into your TOT Scenario. Now i've added some simple error checking, eliminated virtually all differences between Civ2 classic scenarios and Tot converted versions; Ok, I still have problems with the Renaissance cities (read below).

Still no GUI (have some patience...).
CivCity 1.3 - #27 Gothmog

(Civ2)

~ Change these trade fields: supplied and demanded items, supplied and demanded items satisfied flag, trade route cities and commodities including food
CivHot 1.3 - #28 Gothmog

MP Utility
(Civ2)
File 1 CivHot can be used to create multiplayer hot seat game from a single palyer Civilization II Scenario file. It is intended for Classic Civilization II, Conflicts in Civilization, and Fantastic Worlds saved files. If you have Multiplayer Gold Edition or Test of Time, you don't need this program.
CivSprite 1.0 - #62 Mercator

Graphics Utility
(Civ2)
File 1 CivSprite is a fairly simple converter for Civilization II: Test of Time sprite files. With this program you can export the images contained in such sprite files to bitmaps, and import them again into existing sprite files.
CivStack - #30 Mercator

Scenario Utility
(Civ2)
File 1 A nice and simple utility to add fortresses or airbases to your maps. You can pick which terrains to add them to.

This is mainly for those who'd like to see their scenarios allow unit stacks (and don't have entire stacks killed).

Airbases are really only interesting for ToT, since there they don't have the city properties like acting as irrigated/railroaded land etc. And of course, even then only in scenarios without air units.

If you want the details on what use this utility really is, ask techumseh, John Ellis, FMK and others, since they're the ones who asked for it.

Just unzip and run (the program, that is ), it should need no further explanation (and if it does, just ask me here).

If it doesn't run, download the VB6 runtime files from my MapEdit website.

Oh yes... and let me know if you encounter any bugs. It's not entirely unlikely there still are some (so backing up the savegames/scenarios before running them through CivStack is a good idea).
CivTweak 1.5 - #26 Gothmog

Scenario Utility
(Civ2)
File 1 ~ You can change barbarian form of government and gold levels.
~ You can change the default difficulty level that a scenario starts at.
~ You can change the level of barbarian activity.
~ You can set the bloodlust option on or off.
~ You can enable extra tribes if you started with less than 7. You'll still have to go into the scenario and add the units and cities. This just makes the tribe show up on the menu.
~ You can make the city style for played tribes agree with the city style stated in the rules.txt file. Normally what you see for the tribe you play is the bronze age graphic slot, unless it was the starting tribe when you created the saved game, (which was correctly displayed).
GifXTractor Beta 3 - #118 Rune Berge

Graphics Utility
(Civ2)
File 1 GIF Xtractor is a program for modifying the GIF images in the Civilization II image library dlls. Unlike the beta 1 version it will not work properly on other files, unless they have the same format as the Civ2 dlls. You cannot edit the images in the progam. Only load and save them to and from the dlls. To edit the images I recommend Paint Shop Pro which can be downloaded from http://www.jasc.com.

The program should be fairly easy to use. Use the File menu to open the dll you want to edit. Then use the Image menu to insert and extract GIFs. The GIFs you insert into the dlls must not exceed the maximum size (in bytes) specified in the listview on the left. Also, for the GIFs to work properly with Civ2 they must be saved with GIF version 87a, noninterlaced. They should also have the same dimensions and color palette as those they are replacing (though this is not always required).
MapCopy 1.beta1 - #64 James Dustin Reichwein

Map Utility
(Civ2)
File 1 MapCopy is a utility for copying map information between Civ2 saved game files and saved map files. It supports Fantastic Worlds and Multiplayer Gold Edition files, and has been tested on on Windows 98 and Windows NT 4.0. It WILL NOT support MS-DOS or Windows 3.1. Nor will it support versions of Civ 2 prior to Fantastic Worlds, or TOT. It is able to copy resource seed, terrain, improvement, visibility, ownership, civ specific view, fertility, and other types of information between .SAV files and .MP files. It can also calculate values for fertility if needed.
MapEdit 2.1 - #63 Mercator

Map Utility
(Civ2)
File 1
File 2
File 3
MapEdit is a versatile Civilization II map editing tool. Among other things, it can convert Civ2 maps to bitmaps and vice versa, import maps from any Civ2 savegame or scenario, create maps with a surface larger than 10,000 (up to 32,767), place civilization starting locations (you can even put more starting locations on the same square), and swap terrains.

Exports to cEvo are supported.
The European Map Maker is a bitmap of Europe and surrounding areas ready to be converted into Civ2 map format using MapEdit.
With the palette pack I've tried to make it easier on those of you making maps for these different Test of Time games. It is a set of additional MapEdit palettes, each corresponding to one of these worlds.
MapUtility 1.1 - #61 C.A. Flinchbaugh

Map Utility
(Civ2)
File 1
File 2
Using it is fairly straightfoward. Right now there are two main operations the program does... you can "Open to Convert" a map file or "Save As" a map file. Other operations like "New" and "Print" are displayed in the menu but are not implemented - yet.

You can load any map format listed in Open and save any map format in any order... it doesn't matter. You can resize maps from the same game if you want. When you "Save As" you are prompted to enter a horizontal and vertical size for the output map. It tells you what constitutes a legal size for that game map and won't save an illegal sized map.
  • Civilization II maps
  • Sid Meier's Alpha Centauri maps
  • Railroad Tycoon II maps
  • Civilization: Call to Power maps in tab-delimited text form
  • 256-color palette PCX files in grey scale
  • 256-color palette PCX files in color (green, yellow, brown like on a map atlas or on the NOAA site)
