Multiplayer Diplomacy in Civ II by Techumseh
The forums are full of PBEM games which resemble the diplomacy and warfare style of the early 18th century - a city changes hands now and then, and few are willing to risk a major battle if it can be avoided. Caution reigns. The kreig has lost its' blitz. What's wrong? Is there too much reliance on negotations and diplomacy in PBEMs?

September's Contest
First of all you had to figure out that this graphic was the puzzle. Then you had to translate the runes into the normal alphabet. There were two ways to do this. If you had the Cirith Erebor font, you could look up which letter corresponded to which rune. Alternatively, you could have solved the puzzle as a cryptoquote by looking for repeating symbols.
The answer: One ring to rule them all, One ring to find them.
The winner: Mercator, who figured it out right away.

November's Contest
This issue's puzzle features distinctive terrain tiles from fairly well known scenarios and modpacks. Your task is to identify the scenario or modpack to which each belongs. Then arrange the first letters of each scenario's name to spell a common word. If you know the answer, send the word via Personal Message to Gothmog at Apolyton or oryx at Civ Fanatics. The winner will be the person who sends the correct answer first. Assuming there aren't too many, everyone who solves the puzzle will be listed.
